    If the question says: “ipv6 unique local” we must answer  11111100. Besides, If the question says “locally specified ipv6 unique local” then we must answer  11111101.

    Thus the right answer is B.

      I don’t think so..
      For me, the answer is D. This is the current Unique Local Address that can being used.

        I agree with your position. the answer is definitely D as the unique local is FD and its binary is 1111.1101.

      We are of the same mind, there’s a catch in the words and phrases.
      Regardless, I look for the answer, it is B not D. and this is the explanation:
      A IPv6 Unique Local Address is an IPv6 address in the block FC00::/7, which means that IPv6 Unique Local addresses begin with 7 bits with exact binary pattern as 1111 110 .
