If the question says: “ipv6 unique local” we must answer 11111100. Besides, If the question says “locally specified ipv6 unique local” then we must answer 11111101.
Thus the right answer is B.

For me, the answer is D. This is the current Unique Local Address that can being used.
I agree with your position. the answer is definitely D as the unique local is FD and its binary is 1111.1101.
