The answer is A and B
D is incorrect, as the OSI model is not meant to ensure anything, it simply explains some of the features of each layer it defines.

As Soren said, C is excluded, For me, I see that D also may be excluded as it’s not always a reliable data delivery.
Yes, it makes me confused too.
There is too much ambiguity about the word “change”. This means that a change in one layer impacts other layers Thus, C is incorrect.
Sure, C is wrong because changes in one layer definitely affect others; imagine affecting layer 1 (disconnect a cable, plug it incorrectly, administer the incorrect amount of voltage, etc), and it would affect other layers.
That is what i see!
Also, i see D is somehow right. But the best and most relevant answer is A & B.
