This doesn’t make sense to me and I cannot find anything when googling it, I would go with the first option.
From my understanding, the first statement is not the right answer. You can google it, second option is the correct answer 100%.
Certainly the second option, However, Protocols have nothing to do with the installation of the network equipment. Network protocols are required to exchange information between source and destination devices in both local and remote networks.
